Hi Jon,
The file you have is encoded with the OGG Vorbis codec.
All you need to do is to install the OGG Vorbis codec with can be found under 'Players & Codecs' on Nethomehelp's download page.

Once the Ogg Vorbis codec is installed all you have to do is to open the file with your favorite player. How?... You will have to tell Windows what program to run the .ogg with For example, if you want to use windows media player..... - Right click on the .ogg file
- Move the mouse to Open with.. and click on Choose program
- Select Windows Media Player in the list
- Tick the box titled 'Always use the selected program to open this kind of file'
- Click on the OK button
Sorted.
